WikiLeaksやら中国漁船襲撃映像流出やら、内部告発もしくは密告をめぐって論議が盛んである．あるひとつの行為を、勇気ある内部告発として称揚するか、裏切りの密告として糾弾するのかの判断基準はなにか、法的問題としても、倫理的問題としてもむずかしい問題であろう．ここでは、論ずるだけの資格も欠くのでその考察は回避したい。
あるジャーナリストのブログに、「内部告発者」もしくは「密告者」の意である「whistle-blower」について、英国警官の警告の笛を語源とした言葉だそうなので、「密告者」という負のイメージの日本語には適さないといった趣旨の記述があった．この伝聞は果たして正しい内容なのか疑問に思い、さっそく知己のO氏に照会．英和辞書の編集に責任ある立場で携わっているひとである。回答（レポート）をいただいた．個人のPCにのみ貯蔵しておくのはもったいないので、紹介しておきたい．

whistle blower: (by 1970) a person who makes an accusation of wrongdoing, illegality, etc
「悪事、不法行為を告発する人」
blow the whistle:
(1) (underworld by 1940s) = inform = SING
(2) (by 1950s) = expose or begin to resist wrongdoing
[from the whistle once used by police officers to signal 'Stop!'; influenced by the signal of a sports official that an infraction, foul, etc, has been committed]
(1)《暗黒街俗語》「…を密告する」（同義語にSING）
(2)「悪事を暴露する、悪事に抵抗を始める」
［起源：「止まれ、止めろ」の合図にかつて警官に使われた笛：スポーツの審判の合図の影響を受けている］
↑：この米俗語辞典に、英国から入ったなどの記述がないことから、「英国の警官」が起源であるという見解は採用しがたい。

↑：この英語系の俗語辞典には、whistle-blowerが載っていない。この点もwhistle-blowerが「英国の警官」から来ているという説の根拠は疑わしい。

whistle-blower「人・活動に対して、『笛を吹く者』、特に組織の内部から」
blow the whistle「活動を、警笛の音によるかのように、止めさせる；現代では、通例、〔人〕を密告する、あるいは不法行為・犯罪を暴きだすことによって（止めさせる）」
↑：whistle-blowerに《主に米》というラベルが付いている。blow the whistleという表現にはそのようなラベルが付いていない。このことから判断して、blow the whistleは英語・米語にともにあり、whistle-blower という表現を使うようになったのは米語においてである、と推測することが可能である。』
なるほど米語であるようだ。みずからの横着を棚に上げて揶揄するひともいるようであるが、ことばを語るならばやはり基本の辞書に訊くという「権威主義」は、姿勢としてたいせつである．
